Kingsley ollered some remarks in connection with the usual reports made hy various committees, particularly the report on the state of relin^ion in the church. In referring to these reports as indicatinnr a gratifying degree of prosperity, he remarked, in substance, that it is certainly pleasant to know that the church is steadily increasing in numbers and that its contributions for benevolent purposes are large. At the same time, it is important we should be considerate of the danger of over-estimating these outward signs of prosperity. In the church, numbers are not strength, money is not power. The prosperity that is indicated only by tokens that are material and external, is not such as Christ's church needs. To be what He designed it should be, an unspeakable blessing in the world, it must have a strong inner life, a working spiritual life; a life that springs from personal devotion ; from an individual, sincere, loving consecration to Christ and His service ; not living for itself alone, but laboring also for otfiers. A church is truly prosperous only in proportion as it is pervaded by this spirit. Such a spirit it is eminently important to stimulate and develope. To aid in doing this. Rev. Dr. Patton moved that a committee be appointed to consider what systematic plan of benevolence might be devised which should enlist the activ- ities of the church in personal christian labor. Arguments, exhortations, invitations, encouragements to sucli work are with great frequency and urgency addressed by the Apostles in their epistles to the churches. No countenance is given to the idea that a Christian can be inactive or passive, or that the minister of a church is to do the whole work of the church. The minister is indeed under Christ to be the head, the director, tlie leader, the guide, the teacher, the counselor, but the directions of the New Testament are full and explicit in demanding of all Christians active service. The Christian who has obtained a hope and then resigns himself to a life of ease and repose, like the traveler, who buys his ticket and seots himself in the railway car without thought or care for the journey, trustiuj- to the conductor for his safe arrival at his destination, is not recognized by the New Testament writers. If we look outside of tlie church we find a very large numbe r of the whole adult population of New Haven, who have no regular place of worship, while of more tmnslent persons, the sailors are an inter- esting and much neglected class. There must be, there are ways of , reaching these. One of the epis- copal churches of this city has within itself an oriranization for some of these purposes, chartered by the legislature, which has now been in operation eigliteen years, with very satisfactory results. These are given as instances and exatuples of what other churches accom- plish and seek to accomplish by union of effort. The cocumittee would especially call the attention of the church to the importance of the work at Xewhallville. The small chapel which was erected there some time since is comfortably tilled on the Saljbath, and the Sabbath School is moderately well attended. The exi.'c rience of about three months work in the Summer and early Autunm of last year showed that the field is a promising one. that the systematic nsiting of the people of the neighborhood would much increase their interest in the church and in the school. There is now quite a settle- ment there, and the number of inhabitants is increasing. As some naanufictories are in successful operation and others are contemplated^ it seems to the committee that that part of the city must soon grow rapidly and largely, and that this mis-ion enterprize promises a favor- ible result. STANDING RULES. L Persons who have not made a public profession of relifrion by becoming- members in full communion with some Christian Church are to give satisfactory personal evidence of Christian character before being received as members of this Church ; and after hav- ing been publicly propounded two weeks, are to be received as members by a vote of the brethren, and by their profession of faith and solemn public assent to the covenant of the Church. n. Any person bringing a dismissal and recommendation from a Christian Church, unless something is shown to invalidate his tes- timonials, may be admitted to membersliip in this Church, on the recommendation of the Standing Committee, without a public as- sent to the covenant, by a vote of the brethren. Testimonials in such cases are to be read to the Church, at least four weeks before the question is taken. III. This Church holds it to be a solemn and important duty, to at- tend watchfully to the discipline which Christ has instituted in his Church. IV. VIII. Members of other Christian Churches, wiio are occasion- ally present in our assemblies for worship, are to be invited to com- mune with us in Christian ordinances. Also to report on all recommenda- tions from other Churches for membership in this Church. Q. It shall be the duty of this Committee to enquire after all pub- lic offenses in this Church which may come to their knowledge by complaint, or otherwise. 3. In all cases of private offense, when the preliminary measures prescribed in the 18th of Matthew's Gospel shall have been taken, complaint may be made to this Committee instead of the Church. 4. It shall be the duty of the Committee to ascertain the facts in ^:ich case which may come betbre them, and to make report to the ^'imrch, both of the facts and of the measures proper, in their opin- ion, to be taken in the case. 5. This Committee shall liave power to summon before them all ^lie members of this Church, accused of any offense, to examine them, and to give them such brotherly counsel as may, in their j'ldgment, tend to reclaim such olfeuders. 6. This Committee shall have power to call upon any of the hrethren of the Church to aid them in the discharge of their duties. 7.
